Well, I looked at the ant-dev archive discussions on this topic. Most of
the activity was in July 2002. There was previously activity in the fall
of 2001 as well.
Frankly, it looks like there was a lot of mud being slung, but not too
many bricks being made.
As best I can tell, ant2 *will* allow target-less tasks ... but there
seemed to be some hard feelings on the issue.
