[Ant 1.3, JUnit 3.6] Tests always fail

My JUnit tests are always returning fail when using the junit task but will
pass when using a java task.  I've included the optional and junit jars in
the lib directory and it doesn't seem to be a problem with classpaths.

Any ideas?
