rmic and stubversion=1.2

I am seeing that rmic is always compiling the stub even when the class file
has not changed.  Searching the archives I saw a reference to a problem when
using stubversion=1.2.  This reference was back in December.  Is this still
an outstanding bug or was the fix dropped in 1.3?  See:
