FWIW, instead of handlers, get the lists of the certs and
links, and iterate the difference

patterns: '*.crt'
register: out_crt

paths: /tmp/ansible/certs
patterns: '*.0'

register: out_lnk

state: link
src: /tmp/ansible/certs/{{ item }}.crt
