According to
https://docs.ansible.com/ansible/latest/playbook_guide/playbooks_variables.html#defining-variables-at-runtime
you can use the JSON notation to pass in a list.
So you extra vars param should look like:
--extra-vars '{"server_ip": ["10.100.1.1", "10.2.1.3", "9.3.1.2a"]}'
