Take a look at the ec2_instance module. It has a volumes parameter. https://docs.ansible.com/ansible/latest/collections/amazon/aws/ec2_instance_module.html#ansible-collections-amazon-aws-ec2-instance-module
I don't know if you can launch from a snapshot AND attach multiple additional volumes in a single task using this.
