Aah, this gives some context to your question! 
There is no hard line when its better to use a directive over ngInclude. 
ngInclude is a simple directive that
loads an template out of the template-cache and puts it inside. 
In your case, I would build my own version of ngInclude, that adds some 
generic widget stuff to it.
