you can add callback on onload attribute.something like this.

<form ng-controller="testCtrl1">
<div ng-include="'test/views/navigationbar.html'" 
on-load="loadComplete(1);"></div> 
<div ng-include="'test/views/processnav.html'" 
on-load="loadComplete(2);"></div>
<div ng-include="'test/views/leftprocesstabs.html'" 
on-load="loadComplete(3);" ></div>
</form>

use loadcomplete function to track the load completion and call back the 
server as you wish.
