Ok - this was a strange one. My application used the SD-card to access data and the emulators virtual SD-card had a lock on it (indicated by a directory with a .lock extension) .. so the application was not recieving the updates as it could not access the data on the SD-card ..
I removed the directory and the location updates started to flow!
