Seriously? I've tried running the emulator on an Eee 901 (1.6GHz Atom CPU, 1GB RAM) on XP, and the emulator starts up but very slowly. I only intended to use it for demonstration purposes and wouldn't dream of trying to do development on that slow of a machine. I would recommend a faster CPU for Android development.
