Hi vinny,
Go to android sdk /tools path from your command prompt
and type
mksdcard <Size> <filename.iso>
eg mksdcard 512M sdcard.iso // media file
mksdcard 128M image1.img // image files
you can see it created in your tools folder of your sdk
