Dev phones indeed explicitly don't get OTA updates, for several reasons:

-developers are assumed to be capable of manually updating their phones.
-those phones are designed to allow running custom versions of the
system, and an automated update could cause some damage.
-developers have legitimate reasons to downgrade their devices back to
older versions, and OTA updates would be constantly trying to
re-upgrade such devices.
-finally, it'd be very unfortunate if a developer's long debugging
session came to be interrupted and lost because of an OTA update.

If you have an ADP1 and require some assistance to update it to the
latest official version of android available for it, the
android-devphone-updating group might already have the answer for
you... and if it doesn't, feel free to ask questions there about the
details of the process.
