The 169.254.x.x IP is a Windows convention - and usually causes more trouble than it's worth. It doesn't appear that this version of the system (or the configuration UI at least) supports a static IP address for the WiFi interface. The underlying Linux does, of course. But without the proper UI, an ordinary G1 can't configure it.
