You sure could. But what good would it be? Do you think everyone loves the same 4 RSS feeds that you love? An RSS reader that is customizable makes a LOT more sense. Also, if you don't know how hard it would be, this is not the place to get started.
You should start by going to android.com and developer.android.com and reading and reading. Then follow the instructions for the sample applications. Then join the beginners-android group instead of this one. It will be more useful to you. Good luck on your android journey. There are also some Android books available in bookstores and at amazon.com for beginners. You should have some background in Java.
