Unlike consumer devices that are designed for specific regions or countries, the Android Dev Phone 1 is a worldwide phone, configured to be identical in all geographies. The Android Dev Phone 1 ships in countries where Google Latitude isn't available, and that currently prevents from enabling Google Latitude on the Android Dev Phone 1.
