Nevermind.
I was able to install the file using:
File apkFile = new File("/data/data/HelloAndroid.apk");
Intent intent = new Intent(Intent.ACTION_VIEW);
intent.setDataAndType(Uri.fromFile(apkFile),
"application/vnd.android.package-archive");
startActivity(intent);
