I want to understand the minimum runtime permission requirements for a 
basic android app, which is being developed to generate an automated 
response when the phone using Bluetooth detects a valid beacon.

Is runtime location permission required even though the geographic data is 
never used by the back-end.

Then the other scenario I am considering is if the app is designed to 
behave like a beacon and the sensors on the outside detect and respond to 
this UUID etc, which then enables a geolocation response then does this 
require runtime location permission.
