You can make programs any way you like. Android Studio is the preferred way - it runs on both Windows, OSX and Linux. I think you'll find it very difficult to write Android apps using only a browser (I'm assuming that is what you meant).
I think you should look into the process of actually making the apps before paying for anything. Making apps for Android doesn't cost money. Testing them on you device, other devices, emulators etc. doesn't cost money. Distributing you app through Google Play cost some money though - but that part is only needed when you are "done".
