Hmm, is your ScrollView height correct ? I usually use something like -

<ScrollView android:id="@+id/settings_scrollview" 

android:layout_width="fill_parent"

android:layout_height="wrap_content"

android:background="#FF000000"

android:layout_margin="8dip"

android:scrollbars="vertical">

- and specify the scrollbars attribute as well.
