I wouldn't say that that's "obviously" true by any stretch of the imagination.
I remember having to mess around with the registry on Windows to get debugging to work, though it's been a while so perhaps I'm off base here. Anyway, if adb can't recognize your device then that's your problem. The eclipse debugging functionality is just a wrapper through adb anyway (since adb stands for "Android Debug Bridge"). You should get this to work first, though at this point it sounds like it's somewhat device specific.
