The problem was bad google docs at http://developer.android.com/google/play/licensing/adding-licensing.html#imports The import must say com.google.android.vending.licensing. The docs didn't have the 'google' qualifier in it. Google docs are really bad, this has happened probably a dozen times. I think it's because they change so much they don't budget enough to keep the docs up.
