Over a period of few minutes, you can. The XOOM was the first device with a barometer IIRC, and I definitely recall presentations by (now former) MOTODEV staff discussing tests they ran using parking garages, and how the XOOM nailed the height change fairly well. Over a period of hours or longer, though -- such as what the OP's trying to do -- you are spot on.
