You could use a tethering link for p2p connections, but you'd probably be better off using a wifi direct link instead - it's made for p2p and has api for finding the ip address of the other side.
As for your question about the highlighted bit: Turn wifi tethering on on phone (settings -> wireless&networks,more -> Tethering & portable hotspot -> Setup Wifi hotspot -> enter a network ssid, save, Portable Wifi hotspot. Next on the tablet connect to the wifi network you named above.
