np. after u upload it to Google play, just sit on your hands for an hour or two, and then try again. u do *not* need to publish it for the licensing to work.
that's wat i did: wait and try every now and then. if u have problems after that, then u've got a REAL problem on your hands, unfortunately. i didnt try to use the emulator at any point in time coz the emulator is super slow, needs to boot up, etc. it's much, MUCH faster to just install the app on the phone and run right away.
