Have you tried to explicitly define what device to connect to? I'm pretty sure when you run the adb command you can tell it to connect to a specific device. Does the same thing happen when you do that?
Also have you ever tried to connect the adb to a emulator before? Probably the best way to diagnose this is to find out if the problem is with the phone or your set-up on your computer. Have you ever successfully connected your phone before on a different set-up. E.g windows or something?
