I want to ask same question. Recently I found some applications which has only Japanese title and description note. The system and our phones seems able to handle such codes (UTF-8?) correctly, but many people confused to see it.
Of course, current market system still not yet support Japanese, but Some one who uses German, Poland may try to submit their applications. So suggestion: - Add some notice on "Upload page". - Add language tag on the system. - Making a rule something like "at least English description is needed, and others are optional".
