Which distribution of Eclipse did you download? Make sure you have one that includes the XML support, for example "Eclipse IDE for Java Developers".
Do you by any chance have the checkbox "Contact all update sites during install to find required software" unchecked? I often uncheck it myself since having it enabled makes update checks take much longer.
