It seems to be a 4.0.3 bug. I've got the same bug both on the 4.0.3 emulators (4.0.0 don't work for me - stuck at the Android logo) and with an AOSP 4.0.3 ROM (Kang) on Galaxy Nexus. But as we know, some devices will probably still run the buggy 4.0.3 in two years even if Google fixes the code immediately.
