It would also be possible with other short range wireless networking eg bluetooth, provided bluetooth is available to the java or .net app and is close by to the Android device, within 10 ~ 100 meters. (Other possibilities might include NFC, Ant, Zigbee etc) TCP/IP or HTTP is probably more practical in general.
