I would guess 0.001%. Bear in mind that there are a *lot* of Android
devices out there, owned by a lot of people who think that "root" is
the portion of a tree that is underground.

I was responding to this statement of yours:

You will notice that this statement does not mention
WRITE_SECURE_SETTINGS. IMHO, you were asking how to hack a phone to
replace the proxy server setting without the user's knowledge. That
would be a significant security hole.
