To be completely honest, I don't really see why you would *need* a rooted device to develop on. I mean, sure, I can understand it makes some things easier, being able to go and play around with database files, etc... However, for the most part, you should still be able to develop on a regular phone just fine, so my advice would be to buy a regular phone and root it if needed.
