You are on your own journey of discovery here, I am afraid. Can you write programs in Java using 3rd party libraries? Yes = good. No = time to learn. If you can, then write one, marrying it with Android SDK and that's it. You can ask specific question to specific groups of people. Find Red5 user group and JUV RTMP user group and ask them. This groups is about Android SDK and RTMP streaming is off topic, unfortunately.
