What about usage? That's been acknowledged as being a factor. What if your app is being used less on a daily basis? Did you take that into account? There are probably at least a dozen, maybe more, factors that go into the ranking. You know of only two (downloads and active installs). There's nothing you can do so why get all worked up for nothing? Everyone is experiencing this problem, not just you.
