I am guessing this is what u want,
WallpaperManager manager = WallpaperManager.getInstance(this);
try {
manager.setResource(R.drawable.wallpaper);
} catch (IOException e) {
e.printStackTrace();
}
U need to add SET_WALLPAPER permissions in ur manifest file.
