Google is not Apple, they don't "deny" apps. They will pull them though if they find out that they are violating the TOS. I am not saying that the enforcement is very good, but any app that uses these 3rd unathorized payment processors to get around the 30% (payment processor IS clearly defined, don't spread FUD), is setting themselves up for their app pulled.
