I've noticed that on long pages fixed positioned div's tend to get hung up and stop scrolling with the page and wind up sitting awkwardly over content.
The google translate bar on this page is a good example. http://www.oregon.gov/a_to_z_listing.shtml (need to switch languages to get the bar to show up). >From what I can tell, this is sort of a mobile browser catch 22 ( http://www.quirksmode.org/blog/archives/2010/12/the_fifth_posit.html ) with different browsers implementing the spec for position:fixed differently.
