Not in code, no, unless the device is rooted. If you just want a static screenshot, e.g. for your Market listing, use DDMS. If you want something dynamic in your app at runtime... I'd think your best bet is to create an Activity which uses the system wallpaper as a background, and show that to the user as a "screenshot".
