I wouldn't discard issues with the operator - quite the opposite, since you now have consistent misbehavior on two phones connected to the operator's network.

The emulator doesn't go through the cellular network, so it's different from both phones, which are the same.

Does you code make an outgoing connection, or expect an incoming one (server running on the phone)?
