I think you may have misinterpreted that email. I "claimed" my apps on AppBrain and got something similar; it's just a verify that they send to the registered email of the app developer, is it not?
Also, claiming your apps and paying for promotion are two separate things. Just claiming as I have done is free and you get access to some useful stats.
