Hi, I was able to resolve this. This is what needs to be done.
1.) The app needs to have been published at some point for test console settings to work. I published and then quickly unpublished the app. 2.) The app needs to be uploaded as a paid app. I had to sign up for a Google merchant account so that I could upload the 'sample lvl app' as a paid app. Thanks, --MB.
