You need to be aware of intangible incentives too, like the pride and
recognition that comes from Open Source Software participation. This
is a powerful incentive, as evidenced by the long (usually unpaid)
hours that people devote to it. I could see how a particular app could
create social incentives like this, which are known to be as important
as monetary ones. This may fall afoul of the rules as much as paying
money to people for good ratings.
