I am having the exact same problem. Have update minSDK to remain at 4, and updated the target API to be 8. Manifest says preferExternal as well. Our app worked fine on all test devices with the SD card functionality, but unfortunately didn't work when it went to the Market. We are getting this for everyone not just the test devices. We really need a solution asap. Thanks.
