First, you have to sign the .apk: http://code.google.com/android/devel/sign-publish.html
After that is done, you will use the command line <i>install</i> that comes with the SDK. I think /? is the switch to get the command line params. I'm at work now and don't have the SDK installed here, so I'm not 100% sure about that.
