I think I found the fix. I located a copy of the jdk-1.6.0_17 installer on my home system (aren't you glad when keep around these old downloads?). Uninstalled jdk-1.6.0_21 on my company machine, installed _17. Then I was able to finish the install of the ADT on Eclipse.
