Websense can be evil and is definitely annoying but unfortunately it can be a necessity if a company needs to be PCI-compliant, etc.
I've had similar problems with SDK updates failing via the HTTPS URL and have found that using the HTTP URL really will resolve the issue. I almost always have to launch the Android SDK and AVD Manager and check the box under Settings for "Force https://...sources to be fetched using http://..." to get an SDK update to work. Surely there is a process at your company for requesting websense exceptions for genuine work purposes.
