Contact the author and ask for them to provide you with the source code to their derivative work, per the GPL terms (and you may want to be more explicit of which version of the GPL you're using).
If they decline, file a DMCA notice with Google, since they will be in violation of your copyright on your source code. If they do publish the source to their application, though, and so long as they are in compliance with the other GPL terms (again, varies by which version of the GPL you're using), then what they are doing is legitimate, in terms of software licenses.
