It's definitely intuitive for there to be a permission on the IMEI. I am not quibbling that point at all. The problem is I'm porting something originally done on the iPhone, which has a UUID or something for each device independent of the IMEI (as I understand it) and definitely not requiring some special permission. That permission, unfortunately, also covers things like read access to the device's phone number.
