Beats me. Sorry. (That is, in fact, almost exactly my setup --- I'm using Eclipse 3.4.) The only thing I can think of is that on my system, when it worked the debug.keystore file was being created from the command line and when it failed it was being created via Eclipse; so you might be interesting to have a try recreating your keystore from the command line... but I'm afraid I don't know how.
