In the subject you said "call to a mobile," in the body you said "call mobile from," so there are two possibilities here.
To initiate a call TO the phone while running the emulator, telnet into a running emulator and issue gsm commands: http://code.google.com/android/reference/emulator.html#telephony. To dial the phone FROM the emulator see this thread: http://groups.google.com/group/android-developers/browse_thread/thread/dd640bf8c7b0788b.
