COMPATIBILITY.* variables are set here: https://cs.android.com/android/platform/superproject/+/master:build/make/core/definitions.mk;l=2899?q=file:build%2Fmake%20COMPATIBILITY%5C . You normally add modules to android-vts.zip by setting LOCAL_TEST_SUITES := vts in an Android.mk file or test_suites: ["vts"] in an Android.bp file.
